SYMPTOM:
An S0C4 abend in BIMRECOV may occur while processing the PCCA control block.
Starting with z/OS 1.12, the IBM default configuration is to allocate the PCCA control block in 31-bit storage.
BIMRECOV runs AMODE 24 and cannot access the control block when this configuration is used.
Since BIMRECOV does not require BIMOPSMD to obtain the CPU-ID field (PGACPUID), this process can be bypassed.
This fix bypasses the use of the PCCA control block.
